Tribal Ordinance
ORDINANCE OF THE NULATO TRIBAL COUNCIL
ARTICLE I – OFFICERS
Section 1. The Tribal Council shall consist of seven (7) members to include a first chief, a second chief, a secretary, a treasurer, and three (3) council members, and shall be entitled to vote, except on matters involving a conflict of interest.
ARTICLE II – DUTIES OF OFFICERS
Section 1. First Chief. The First Chief shall preside over all meetings, and shall perform all duties of a First Chief, and exercise the authority delegated to him/her by the Tribal Council. The First Chief shall have the power to vote only in the event of a tie vote of the remaining members of the Tribal Council.
Section 2. Second Chief. The Second Chief shall assist the First Chief when called upon to do so, and in the absence of the First Chief shall exercise all powers and duties of the First Chief.
Section 3. Secretary/Treasurer. The Secretary/Treasurer shall take or delegate the taking of the minutes at all meetings and elections and shall carry out the financial directives of the Tribal Council, receive all local monies and keep accurate account of the receipts and disbursements, except when these duties are otherwise delegated by the Tribal Council.
Section 5. Traditional Chief. A Traditional Chief may serve for life in any advisory capacity to the Tribal Council.
ARTICLE III – COUNCIL
Section 1. Regular Meeting. The regular meetings of the Tribal Council shall be held monthly: the time, place, and date to be designated by the Council. Notice of the meetings shall be posted at least two (2) days prior to meeting in three (3) public places in Nulato. All regular meetings shall be open to the tribal membership.
Section 2. Special Meeting. The Tribal Council shall call a special meeting upon giving at least a twenty-four (24) hour notice to tribal members, posted in at least three (3) public places in Nulato. All special meetings shall be open to the tribal membership.
Section 3. Emergency Meeting. The Tribal Council shall call an emergency meeting without notice when emergency circumstances warrant such a meeting.
Section 4. Executive Session. The Tribal Council may move to meet in a closed executive session during regular, special or emergency meeting of the Tribal Council when the subject matter concerns child welfare, personnel, litigation, tribal enrollment and other matters made confidential by tribal ordinance.
Section 5. Compensation. The Tribal Council members will receive a fee of $50.00 per regular meeting, $30.00 per special meeting, $30.00 per emergency meeting, and $20.00 per hour for seminars and/or workshops.
ARTICLE IV – RECORDS AND REPORTS
Section 1. The Tribal Council shall maintain adequate and correct records and accounts of its business and properties. All documents, records, and accounts shall be kept at its primary place of business, the Tribal office.
ARTICLE V – AMENDMENTS
Section 1. Amendment to the By-Laws : The by-laws of the Council shall be amended only with the approval of at least four (4) Tribal Council members at any Council meeting provided that at least seven (7) days written notice thereof has been previously given to all Council members.

I hereby certify that the foregoing bylaws were approved and adopted by a duly constituted quorum of the Nulato Tribal Council on this day 2nd of May, 2001.
